## Title

Reproduction request: Sign-in never starts; authorization-server discovery fails an issuer-match check, with and without a static oauthClientI

## Body

    What I found:
Dataverse oauth-protected-resource metadata lists authorization_servers with login.windows.net while OpenID configuration at that URL returns issuer login.microsoftonline.com for the same tenant path.
RFC 8414 section 3.3 requires the issuer value in authorization server metadata to be identical to the issuer identifier used to construct the discovery URL; otherwise the response MUST NOT be used.

    Evidence:
    https://github.com/github/copilot-cli/issues/5082 · https://www.rfc-editor.org/rfc/rfc8414.html#section-3.3 · https://login.microsoftonline.com/common/discovery/instance?api-version=1.1&authorization_endpoint=https://login.microsoftonline.com/common/oauth2/v2.0/authorize

    Still unknown:
Whether downgrading Copilot CLI to 1.0.90 or 1.0.78 restores Dataverse MCP OAuth for this tenant configuration.

    Useful next check:
Whether downgrading Copilot CLI to 1.0.90 or 1.0.78 restores Dataverse MCP OAuth for this tenant configuration.
