    Research note: Bug/Help: Other Models % hits 100% while usage-export at published API rates only reconstructs ~65% — how to reconcile t

## Body

    What I found:
    The Other Models dashboard percentage is not documented as a simple function of summing Usage CSV token columns times the public $/1M rate card. Official docs state third-party usage is drawn from the Other Models pool at each model's API price and that both pools reset monthly, but they do not publish the percentage denominator or reconciliation steps. Multiple Ultra users report the bar reaching 100% while export-based list-price reconstruction and sometimes separate 'included usage' dollar summaries still show headroom, which is consistent with opaque internal units, UI metering bugs, cap changes, or export rows missing billable components—not with a user-visible closed-form formula.
