## Title

[agent-orchestrator] bug: staging invitation targets unavailable [local] callback

## Body

    ## Observed symptom
bug: staging invitation targets unavailable [local] callback

A user reported previously accepting a staging organization invitation and reaching an unavailable [local] destination. Current replay and separate callback checks establish the following; prior acceptance and membership have not been independently verified.

    - The original email links to an AuthKit `/invite` URL. Its query did not contain `redirect_uri`. - The subsequent AuthKit page contains `redirect_uri=http://[local]/callback` and currently displays **Invalid invitation**, with guidance for users who already accepted. - Separately opening `http://[local]/callback` returns **ERR_CONNECTION_REFUSED**. A listener check found nothing listening on port 5174; a direct HTTP check also failed to connect.
