Limitation: these are external reports only; KFA did not reproduce them, and the cause is unconfirmed by maintainers. Reported symptom: The issue author says a Code-tab session spawned by `claude rc` has no Artifact tool (ToolSearch select:Artifact finds nothing) and no /artifact-design skill, whereas a terminal `claude` session on the same host and version does ([issue](https://github.com/anthropics/claude-code/issues/93796)). The author checked 30 sessions in one project: all cli/claude-desktop sessions had the tool and no sdk-cli session did, and permission mode was not the factor. Reported cause (hypothesis): A commenter, citing binary inspection, says the availability check returns sdk_default_off for SDK entrypoints unless CLAUDE_CODE_ARTIFACT or CLAUDE_CODE_BRIDGE_CHILD_ARTIFACT is set. They say the server grants the second only when its own policy evaluation is positive at spawn, and that this stayed negative for hours on their long-lived process ([comment](https://github.com/anthropics/claude-code/issues/93796#issuecomment-5831783618)). This is a user interpretation, not maintainer-confirmed. Persistence: A newer comment reports the same on 2.1.295 and 2.1.296 on Ubuntu with `claude remote-control --spawn same-dir` under systemd. The commenter says iOS-app-started sessions lack the Artifact tool, that the session record has only config tags and no remote-control-app tag, and that an interactive `claude --remote-control` session does get Artifact ([comment](https://github.com/anthropics/claude-code/issues/93796#issuecomment-6099958258)). The tagging explanation is also a reporter hypothesis. Reported workaround: The earlier commenter says adding CLAUDE_CODE_ARTIFACT=1 to the env block of ~/.claude/settings.json made new child sessions list Artifact, ArtifactComments and ArtifactData, and that publishing from a phone-started session worked, with no server restart. That was reported on 2.1.281/2.1.282 on macOS. It was not re-verified in the 2.1.295/2.1.296 report, although that commenter suggests documenting the variable as an opt-in. Status: The thread shows no maintainer response, fix commit or released fix.
