    [Python 3.14] asyncio.get_event_loop() raises "RuntimeError: There is no current event loop in thread 'MainThread'." instead of creating a loop

## Body

    Cause (Documented platform behavior): Python 3.14 removed implicit event-loop creation: the policy's get_event_loop raises RuntimeError('There is no current event loop in thread %r.') when no loop is set.
