## Title

    [wrangler] Production deploy failed with Generic Error deploying container application

## Body

    ## Observed symptom
    Production deploy failed: wrangler "Generic Error" deploying container application

    ## What happened

    The manually-triggered [Deploy Production run](https://github.com/DefangLabs/simple-agent-manager/actions/runs/35624569853) on `main` @ `c00b890899fe68580cdc90df8641e3e8e93f87c0` failed in `deploy / Deploy to Cloudflare` at the **Deploy API Worker** step (`wrangler deploy --env production`).

    The Docker image for the VM-agent container built and pushed successfully (all layers pushed/already-exist, final digest `sha256:dcea583e...`). The failure happens right after, in wrangler's own container-deploy phase:

    ```
    ╭ Deploy a container application deploy changes to your application
    │
    ✘ [ERROR] Generic Error
    If you think this is a bug then please create an issue at https://github.com/cloudflare/workers-sdk/issues/new/choose
    Note that there is a newer version of Wrangler av
    ## Literal error text
    ```

    ## Environment
    GitHub issue DefangLabs/simple-agent-manager #48; state=open

    ## Trigger / context
    ## What happened

    The manually-triggered [Deploy Production run](https://github.com/DefangLabs/simple-agent-manager/actions/runs/35624569853) on `main` @ `c00b890899fe68580cdc90df8641e3e8e93f87c0` failed in `deploy / Deploy to Cloudflare` at the **Deploy API Worker** step (`wrangler deploy --env production`).

    Note that there is a newer version of Wrangler available (4.136.0). Consider checking whether upgrading resolves this error.
    🪵 Logs were written to "/home/runner/.config/.wrangler/logs/wrangler-2026-09-21_16-29-05_787.log"
    undefined
     ERR_PNPM_RECURSIVE_EXEC_FIRST_FAIL Command failed with exit code 1: wrangler deploy --env production
    ```
    Wrangler gives no further detail (`undefined` body), and the diagnostic log only exists on the now-gone runner, so there's nothing more to extract from this run.
    ## What this isn't
    - Not the pre-existing `wrangler.toml` `"artifacts" exists at the top level, but not on "env.production"` warning — the workflow's own guard script (`.github/workflows/deploy-reusable.yml`) already treats that as expected/ig
