## Title

[fabric-cicd] [BUG] Variable Library metadata request failed in UDF after deployment.

## Body

    ## Observed symptom
[BUG] Variable Library metadata request failed in UDF after deployment.

    Authentication Method

Hi, I'm deploying a User Data Function connected to a variable library. The deployment occurs in GitLab pipelines with Service Principal owner of the target workspace. The deployment creates the variable library and the user data function properly. When I'm looking at the details of the connections in the UDF settings, the variable library is the one from the current workspace so logicalId is being resolved. However when I'm running the function that uses the variable library, it fails When I take ownership of the UDF, delete and recreate the connection to the variable library, then the function works properly. Also it seems to be some kind of regression, because it worked a couple months back. I tested reverting to 1.1.0 but it did not solve the issue.
