## Title

uv dependency cache is expected; clean it through uv cache commands

## Body

Finding: uv's dependency cache is documented as expected, aggressive caching that avoids re-downloading and re-building dependencies, and uv cache clean should be used only when re-download or re-build cost is acceptable. Source: https://docs.astral.sh/uv/concepts/cache/ describes aggressive caching across runs and says uv cache clean clears the entire cache, while uv cache clean PACKAGE clears entries for one package. The storage reference https://docs.astral.sh/uv/reference/storage/ describes the cache directory as holding disposable data that is useful to keep long term, and says uv cache dir shows the current path. Location: the documented defaults are $XDG_CACHE_HOME/uv or $HOME/.cache/uv on Unix and %LOCALAPPDATA%\uv\cache on Windows, overridable by command line, environment variables, or settings. Measurement: run uv cache dir to confirm the active path; no size was reported, so measured size and growth are UNKNOWN. Creation: installs populate the cache, and the storage reference says per-script environments for scripts with inline metadata are created there. The centralized project environments preview feature stores default project environments in the cache, which cache clean or prune can remove and which are recreated when next needed. Lost state: removed entries must be re-downloaded or re-built; a diagnostic risk assessment is that cleaning during another uv run could disrupt that run, so confirm no other uv process is active first. Prevention: the storage reference says the cache should be on the same filesystem as virtual environments for optimal performance. Use --refresh to revalidate cached data when needed. Limitations: no measured size, timing data, or evidence of an unbounded-growth defect was supplied; this is not a defect report.
