The local runtime only wires hooks when project/user/mdm is enabled, MCP from /.cursor/mcp.json / ~/.cursor/mcp.json only when project/user is enabled (the SDK passes ignoreApprovals: true, so approvals are not the blocker), and local extensibility (rules/skills) only when project/user/team/plugins is enabled. The option is local-only; on cloud, project/team/plugins are always on. Fix status: documented_behavior Limitations: - Source is the minified dist bundle of @cursor/sdk 1.0.32 on npm (Cursor has no public source repo); the same runtime is presumed shared with the Cursor agent CLI/IDE but that is not verified. - Not reproduced in this session.
