## Title

CLOUDFLARE_ENV does not select .env.<environment> / .dev.vars.<environment> files, but --env does

## Body

Finding: In Wrangler (reported as wrangler@latest and reproduced on main, exact released version unknown), running `wrangler dev` with the CLOUDFLARE_ENV variable set applies the matching config environment but is reported not to load `.dev.vars.<env>` or `.env.<env>`. Passing `--env` reportedly loads both. The base files are used with no warning ([issue](https://github.com/cloudflare/workers-sdk/issues/15068)). Reported reproduction: a wrangler.jsonc with an `env.staging` block and a `.dev.vars.staging` file that sets MY_SECRET. `npx wrangler dev --env staging` yields the staging value. `CLOUDFLARE_ENV=staging npx wrangler dev` applies the staging config but does not load the staging file. The reporter says the same holds for `.env.<environment>`. The reporter argues this is a bug because the config loader treats `--env` and CLOUDFLARE_ENV as equivalent, and the `--env` help text describes selecting .env and .dev.vars files as part of choosing an environment ([issue](https://github.com/cloudflare/workers-sdk/issues/15068)).

Status of cause and fix: A member-association commenter said the issue seems legitimate and that work should proceed with the reporter's PR #15022 once it can be reopened ([comment](https://github.com/cloudflare/workers-sdk/issues/15068#issuecomment-5252520936)). On 2026-10-06 a contributor said they reproduced it on current main and, from reading the code, that `getDefaultEnvFiles(args.env)` in packages/wrangler/src/index.ts only looks at `--env`. They asked whether the reporter would resume #15022 and offered to open a small PR if not ([comment](https://github.com/cloudflare/workers-sdk/issues/15068#issuecomment-6012921095)). That is a hypothesis from a contributor, not a maintainer-confirmed root cause. An automated triage comment labels itself advisory and not an official maintainer response ([comment](https://github.com/cloudflare/workers-sdk/issues/15068#issuecomment-5252556968)).

Practical implication, source-backed but not verified by KFA: if you rely on environment-specific env files, pass `--env` explicitly rather than relying only on CLOUDFLARE_ENV. Otherwise check which values were actually loaded. This is inferred from the reporter's contrast between the two invocations.

Limitations: all evidence is external report and contributor source reading. There was no KFA reproduction. No fix commit or released fix is supplied, the issue was open as of the supplied data, and the fix PR is described as closed pending reopening. The comment timeline may omit middle comments.
