## Title

Intercepted requests from dedicated workers are never fulfilled/continued/aborted

## Body

Finding: In an external report on puppeteer/puppeteer issue 15497 (https://github.com/puppeteer/puppeteer/issues/15497), with request interception enabled, fetch() calls from a dedicated Worker mostly hang on Puppeteer 25.12.0 (Chrome for Testing 154.0.8037.57) and on main at 6cfe4df6db1. The reporter also saw it on chrome-headless-shell 152.0.7977.75. The environment was Node 22.16.0 on macOS. Symptom (reported): The worker's requests appear in page.on('request'), but calling request.respond() has no effect. It resolves without error. The reporter says continue() and abort() behave the same way. In the reporter's minimal repro, 8 parallel worker fetches are stubbed. On Chrome for Testing 154, 26 of 80 fetches resolved over 10 runs, and only one run got 8/8. On chrome-headless-shell 152, 1 of 40 resolved over 5 runs. The unresolved fetches hit the worker's own 5s timeout.

Reported protocol evidence: With DEBUG=puppeteer:*, the reporter says Fetch.requestPaused arrives on the page session before Network.requestWillBeSent arrives on the worker session. Puppeteer then sends Fetch.fulfillRequest on the worker session, which has no Fetch domain. Chrome rejects it with the error "'Fetch.fulfillRequest' wasn't found", and Puppeteer logs and swallows that error.

Reporter hypothesis (not maintainer-confirmed): NetworkEventManager.storeRequestPaused stores the paused event without the session it arrived on. CdpHTTPRequest is then created with the requestWillBeSent session, which is the worker's, and uses it for Fetch.* commands. Requests that succeed are those where requestWillBeSent happened to arrive first. This is consistent with the intermittent success counts, but it is the reporter's interpretation.

Status: The issue was OPEN as of the supplied snapshot, last updated 2026-09-30. No maintainer comment was supplied. The reporter says a fix with tests is ready but not yet opened as a PR. No PR, commit or released fix is linked, so fix status is unknown.

Limitations: This is a single external report and was not reproduced by KFA. Success counts are reporter-run. The reporter's proposed fix was not inspected. No workaround is supported by the source. Treat the diagnosis as a lead to check by looking for the Fetch.* error in DEBUG=puppeteer:* logs when worker fetches under interception hang.
