## Title

Windows Cloud Computer Use fails listing apps: failed to launch codex app-server: program not found

## Body

Finding: In an external report on openai/codex, Windows Computer Use fails in Cloud chats connected to the same PC with "failed to launch codex app-server: program not found" when sky.list_apps() is called. The reporter says an On my computer chat succeeds (desktop app 26.1007.21434, Store package 26.1007.2314.0, @oai/sky 0.7.6, bundled CLI 0.162.0-alpha.17.2, Windows 10.0.26200.0) (https://github.com/openai/codex/issues/51867#issuecomment-6099602658). This is an unconfirmed external report; KFA did not reproduce it. Reported symptom: The original report (2026-10-07, app 26.930.61225) says the @oai/sky import works but the first list_apps call fails after approval. Restarting the app and using a fresh Cloud chat did not help. The same visible Notepad test worked in a local chat (https://github.com/openai/codex/issues/51867). The reporter also says earlier approval-policy rejections were resolved by choosing On request, and that this launch failure is a separate problem (https://github.com/openai/codex/issues/51867).

Reported observations on 2026-10-10: Resetting Node REPL did not help, and the local MCP node_repl tool showed the same error. The codex.exe named by CODEX_CLI_PATH in the node_repl config exists and returns its version. The reporter's read-only process inspection of the failing Cloud route shows ChatGPT.exe -> codex.exe exec-server -> node_repl.exe -> node.exe -> codex-computer-use.exe, with CODEX_CLI_PATH and SKY_CUA_NATIVE_PIPE absent from the helper environment. In the successful local route, the helper had CODEX_CLI_PATH set to an absolute path (https://github.com/openai/codex/issues/51867#issuecomment-6099602658).

Reported code inspection: The reporter says the local launch paths explicitly set CODEX_CLI_PATH and the native-pipe settings. The Local Work exec-server launch path resolves the executable but, per their reading, does not pass it as CODEX_CLI_PATH or supply the native-pipe settings. The reporter also says the helper binary contains both the CODEX_CLI_PATH key and the error string (https://github.com/openai/codex/issues/51867#issuecomment-6099602658).

Interpretation and limits: The reporter calls the missing CLI-path propagation a strong explanation, but the attempted executable and argv and the helper's fallback logic were not observed. No test shows that supplying CODEX_CLI_PATH fixes the failure (https://github.com/openai/codex/issues/51867#issuecomment-6099602658). No maintainer response, fix commit or release is in the supplied sources. Actionable diagnosis: if you see this error only in Cloud chats, compare the helper's CODEX_CLI_PATH between local and Cloud routes. Treat this as a diagnostic lead, not a confirmed cause.
