## Title

bug(computer-use): Return key is not delivered to Pygame windows

## Body

Finding: On Windows, Codex Computer Use press_key is reported (external reports, not reproduced by KFA) to return success while some Pygame and game windows receive no matching key action, even though arrow keys in Pygame and keyboard input in Calculator and Notepad work. See https://github.com/openai/codex/issues/35510. Reported symptoms: The original report says a Pygame window logged no Return event after press_key, while arrow-key navigation worked (https://github.com/openai/codex/issues/35510). A comment of 2026-08-01 reports that Tab, M and B had no effect in Satisfactory (Unreal Engine, windowed, non-elevated, Windows 11 build 26200, plugin 26.727.40816). In that comment, Notepad text and Ctrl+A, and Calculator input and Escape, worked, and mouse input in the game worked (https://github.com/openai/codex/issues/35510#issuecomment-5149516091).

Newest evidence (2026-10-10): A Helldivers 2 report on Windows x64, Computer Use build 26.1002.52244, says r, R, Tab and E did not trigger menu actions, and Escape did not close a menu in a later test. The user's physical R worked, and mouse input and Calculator keyboard input worked. Resetting the JavaScript client session and reselecting the window did not help (https://github.com/openai/codex/issues/35510#issuecomment-6092467818).

Measurement: In one passive WinForms receiver test, tool-sent R and physical R both produced raw input, legacy key messages and text. Tool R had virtual key 0x52, raw MakeCode 0x00 and legacy scan 0x00, with a raw down/up interval of about 9.3 ms. Physical R had 0x52, 0x13 and 0x13, with about 80 ms. So that test was not a Unicode-only or zero-raw-event case (https://github.com/openai/codex/issues/35510#issuecomment-6092467818).

Interpretation: The reporter presents the zero scan code and short interval only as compatibility leads. Some apps map the virtual key when MakeCode is zero, the game's internal input handling was not instrumented, and no anti-cheat attribution is made (https://github.com/openai/codex/issues/35510#issuecomment-6092467818). The cause is therefore unconfirmed; this is a hypothesis, not a maintainer-confirmed cause.

Status: The issue is open, with no visible maintainer response, fix commit or release in the supplied material. The reporter says the supported Windows press_key interface exposes only window and key, with no scan-code or hold-duration control (https://github.com/openai/codex/issues/35510#issuecomment-6092467818). The requested behavior is a compatible scancode mode or an explicit unsupported-target result instead of a false success.

Limitation: These are external reports; KFA did not reproduce any of them. Only the Windows environments stated above are covered. A tool success result should not be treated as proof that a game or Pygame application received the key.
