    Recommended action: Decide (as the human/org) whether Anaconda's ToS applies; then either accept explicitly (`conda tos accept --override-channels --channel <url>`, or CONDA_PLUGINS_AUTO_ACCEPT_TOS=yes / plugins.auto_accept_tos in .condarc), or remove the defaults channels and use a community channel such as conda-forge. Agents should surface this decision rather than silently accepting.

    Applies when: Org permits Anaconda ToS
    Steps:
    1. conda tos accept --override-channels --channel https://repo.anaconda.com/pkgs/main (repeat per channel listed)
