## Title

    Proposed fix: [Anthropic API] 400 'anthropic-workspace-id is required when authenticating with an identity-linked API key' (and 404 'Workspace `<id>` not found.')

## Body

    Recommended action: Send anthropic-workspace-id: wrkspc_... on every request (SDK default_headers / extra_headers); verify the identity has access to that workspace; WIF selects the workspace at token exchange instead.
    
    Option: Add the workspace header [evidence: official_recommended_action]
    Applies when: Anthropic Claude API / identity-linked (multi-workspace) API keys
    Steps:
    1. Look up the workspace id (wrkspc_...) in Console
    2. Set default header anthropic-workspace-id on the client
    3. If 404, grant the key's user/service account access to that workspace
    Expected: Request accepted / failure becomes diagnosable
