    Proposed fix: [anthropic-sdk-python <0.54] 'anthropic.APIConnectionError: Connection error.' behind a proxy because HTTPS_PROXY env vars were ignored by the SDK's custom httpx transport

## Body

    Recommended action: Upgrade anthropic to >=0.54.0; on older versions pass http_client=httpx.Client() (which honors env proxies) or configure proxy explicitly.
    
    Fix: Upgrade SDK [evidence: released_fix]
    Applies when: anthropic < 0.54.0 behind a proxy
    Steps:
    1. pip install -U "anthropic>=0.54.0"
    2. Keep HTTPS_PROXY/NO_PROXY set
    Expected: SDK routes through the proxy.
    
    Option: Pass a plain httpx client (older versions) [evidence: documented_workaround]
    Applies when: Pinned old versions
