## Title

    Proposed fix: [Prisma Migrate dev] P3014 'Prisma Migrate could not create the shadow database' on cloud-hosted DBs or users without CREATE DATABASE (MySQL 8.0.35+ partial_revokes breaks wildcard grant

## Body

    Recommended action: Create a dedicated shadow database and set shadowDatabaseUrl (schema datasource in Prisma 6, prisma.config.ts datasource in Prisma 7); never point it at the same database as url.
    
    Option: Configure a dedicated shadow database [evidence: official_recommended_action]
    Applies when: Managed DBs / restricted users
    Steps:
    1. Create an empty database for shadow use
    2. Prisma 6: shadowDatabaseUrl = env("SHADOW_DATABASE_URL") in datasource; Prisma 7: datasource.shadowDatabaseUrl in prisma.config.ts
    3. Grant the migrate user full rights on that database by name
    Expected: migrate dev resets and uses the configured shadow DB instead of creating one
