## Title

    Proposed fix: [ESLint 10] Monorepo/subdirectory linting picks a different config: eslint.config.* now looked up from each linted file's directory (v10_config_lookup_from_file default; flag now errors)

    Recommended action: Remove the v10_config_lookup_from_file flag from CLI/ESLINT_FLAGS/API; if you relied on cwd-based lookup pass --config path/to/eslint.config.js; delete eslint-env comments and declare globals via languageOptions.globals.
    
    Option: Adapt to v10 lookup and remove eslint-env [evidence: official_recommended_action]
    Applies when: Repos upgrading to ESLint 10
    Steps:
    1. Remove --flag v10_config_lookup_from_file
    2. Use --config to force a single root config if needed
    3. Replace /* eslint-env */ with languageOptions.globals
