    Proposed fix: [Anthropic Messages API] 400 'image exceeds 5 MB maximum: N bytes > 5242880 bytes' (base64 size; limit differs by platform)

## Body

    Recommended action: Compress/downscale images client-side to stay under the platform limit after base64 encoding; for Bedrock/Vertex budget for 5 MB.
    
    Option: Downscale/compress before encoding [evidence: official_recommended_action]
    Applies when: Any image input path including tool results
    Steps:
    1. Measure len(base64) not raw bytes
    2. Downscale to model native resolution (1568 or 2576 long edge) which also avoids waste
    3. Re-encode as JPEG/WebP when acceptable
    4. Remove the offending image from history if already added
    Expected: Image under limit; no quality loss beyond what the model downscales anyway.
