    Recommended action: Pre-populate the selenium cache (~/.cache/selenium) or put a matching driver in PATH / specify its path explicitly; otherwise allow network access or configure a mirror/proxy.

    Applies when: Selenium 4.6+ in a sandbox without internet, with offline mode enabled (SE_OFFLINE / --offline)
    Steps:
    1. Install a chromedriver/geckodriver matching the browser and put it on PATH (or set the driver path in Service)
    2. Or warm the ~/.cache/selenium cache during image build while online
    3. Keep SE_OFFLINE=true only when the cache/PATH is populated
    Expected: The error no longer appears.
