    Proposed fix: [openai-python <3.14.1] Celery SoftTimeLimitExceeded (and other app exceptions) swallowed and retried as a connection error by the SDK

## Body

    Recommended action: Upgrade to openai>=3.14.1; on older versions set max_retries=0 inside time-limited tasks.
    
    Fix: Upgrade the SDK [evidence: released_fix]
    Applies when: OpenAI Python SDK / retry loop (_base_client)
    Steps:
    1. pip install -U 'openai>=3.14.1'
    2. Or max_retries=0 for requests in time-limited tasks
    Expected: Request accepted / failure becomes diagnosable
