    Proposed fix: [pnpm in CI] 'ERR_PNPM_OUTDATED_LOCKFILE Cannot install with "frozen-lockfile" because pnpm-lock.yaml is not up to date' (frozen by default when CI is set)

## Body

    Recommended action: Run pnpm install locally with the same pnpm version as CI (pin via packageManager) and commit pnpm-lock.yaml.
    
    Option: Regenerate lockfile with CI's pnpm version [evidence: official_recommended_action]

    Steps:
    1. set packageManager: pnpm@<version> in package.json
    2. pnpm install
    3. commit pnpm-lock.yaml
