    Proposed fix: [ESLint 9/10] 'ESLint couldn't find an eslint.config.* file' — .eslintrc/.eslintignore/package.json eslintConfig ignored; ESLINT_USE_FLAT_CONFIG=false escape hatch removed in v10

## Body

    Recommended action: Migrate to eslint.config.js (the @eslint/v9-to-v10 codemod or the migration guide), move .eslintignore patterns into an 'ignores' config object, wrap legacy shareable configs with FlatCompat from @eslint/eslintrc; or pin eslint@8 temporarily.
    
    Option: Migrate to eslint.config.js [evidence: official_recommended_action]

    Steps:
    1. Run the official codemod or follow the migration guide
    2. Move .eslintignore entries into { ignores: [...] }
