## Body

    Recommended action: Check logs for the excess-pings message / GOAWAY; raise keepalive_time_ms to at least the server's minimum (e.g. >= 5 min unless the server permits more), and don't set keepalive_permit_without_calls unless the server allows it. Don't route this RESOURCE_EXHAUSTED to quota handling.
    
    Option: Align client keepalive with server policy [evidence: official_recommended_action]

    1. Set grpc.keepalive_time_ms >= server's min ping interval (default 300000 ms).
    2. Leave grpc.keepalive_permit_without_calls=0 unless the server permits it.
