    Recommended action: Re-save the input file as UTF-8 without BOM and resubmit.

    1. Check the first bytes of the file (EF BB BF)
    2. Rewrite as UTF-8 without BOM (e.g., Python open(..., encoding="utf-8"))
    3. Re-upload and create the batch
