    Proposed fix: [pnpm] ERR_PNPM_NO_GLOBAL_BIN_DIR 'Unable to find the global bin directory' on `pnpm add -g` in CI/containers

## Body

    Recommended action: Export PNPM_HOME to a directory and prepend it to PATH in the same step (or set global-bin-dir), or run `pnpm setup` and source the updated profile. On Windows fix unexpanded REG_EXPAND_SZ references in the user Path.
    
    Option: Set PNPM_HOME and PATH in the CI step [evidence: documented_workaround]

    1. export PNPM_HOME="$HOME/.local/share/pnpm"
    2. export PATH="$PNPM_HOME:$PATH"
    3. pnpm add -g <pkg>
