    Recommended action: Per-process (no admin, not persisted): `Set-ExecutionPolicy -Scope Process -ExecutionPolicy Bypass` or launch `pwsh -ExecutionPolicy Bypass -File ...`; per-user: `Set-ExecutionPolicy -ExecutionPolicy RemoteSigned -Scope CurrentUser`; or call the .cmd shim explicitly (npm.cmd, npx.cmd) / use cmd.exe. Group Policy settings override all scopes and cannot be changed locally.
