    Proposed fix: [setuptools] Non-editable install raises ModuleNotFoundError for subpackages when pyproject lists packages = ["pkg"] (editable install hides it)

    Recommended action: Use [tool.setuptools.packages.find] include = ["pkg*"] (or list every subpackage), then verify by installing the built wheel in a clean venv.
    
    Option: Switch to packages.find with wildcard include [evidence: official_recommended_action]
    Applies when: Projects with nested packages using setuptools
    Steps:
    1. Remove packages = ["pkg"]
    2. Add [tool.setuptools.packages.find] include = ["pkg*"]
    3. python -m build; pip install dist/*.whl in a fresh venv; import pkg.subpkg
    Expected: All subpackages present in the wheel
