    Proposed fix: [maturin PEP 517 builds] Without cargo, maturin tries to download Rust ('Rust not found, installing into a temporary directory') — fails in offline sandboxes; with MATURIN_NO_INSTALL_RUS

## Body

    Recommended action: Prefer getting a wheel (upgrade pip/uv, use a supported Python/arch). For intended source builds, preinstall Rust (rustup) and put cargo on PATH; in offline or locked-down sandboxes set MATURIN_NO_INSTALL_RUST=1 so the failure is immediate and explicit rather than a network fetch.

    2. Else install Rust via rustup and export PATH with ~/.cargo/bin
