    Proposed fix: [Playwright Test] 'Error: Timed out waiting 60000ms from config.webServer.' in CI — server bound to IPv4/IPv6 differently from the probed URL, or slow build inside command

## Body

    Recommended action: Make bind address and probe URL identical (e.g. start server with --host 127.0.0.1 and use url http://127.0.0.1:PORT), raise webServer.timeout for build+serve commands, set stdout:'pipe' or DEBUG=pw:webserver to see server output, and ensure the ready URL returns an accepted status.
    
    Option: Align host and extend timeout [evidence: documented_workaround]
    Applies when: Any CI running Playwright webServer
    Steps:
    1. Start the server bound to an explicit host (e.g. --host 127.0.0.1)
    2. Set webServer.url to the same literal host and port
    3. Build in a separate CI step or raise webServer.timeout (e.g. 120000)
    4. Run with DEBUG=pw:webserver or stdout:'pipe' to see server logs
    Expected: Probe succeeds once the server is listening
