    Recommended action: Seed the store with `pnpm fetch` (uses only the lockfile) on the same pnpm version and store-dir/cache-dir, then `pnpm install --offline --frozen-lockfile`; make sure store-dir/cache-dir paths are identical between seeding and use; use --prefer-offline when some network is available.
