## Title

    Proposed fix: [Prisma Migrate] P3009 'migrate found failed migrations in the target database, new migrations will not be applied' — deploy blocked until the failed migration is resolved

## Body

    Recommended action: Inspect the failed migration's logs column; if it made no/partial changes, revert them and run 'prisma migrate resolve --rolled-back <name>', fix and redeploy; if you completed it manually, run 'prisma migrate resolve --applied <name>'. migrate diff + db execute can generate the corrective SQL.
    
    Option: Resolve the failed migration record [evidence: official_recommended_action]
    Applies when: Production DB with a failed migration
    Steps:
    1. Read _prisma_migrations.logs for the failed row
    2. Revert partial changes (or complete them manually)
    3. npx prisma migrate resolve --rolled-back <name> (or --applied <name>)
    4. Fix the migration and run prisma migrate deploy
    Expected: Deploy applies migrations again
