    Proposed fix: [VS Code Remote-SSH] 'open failed: administratively prohibited: open failed' — sshd AllowTcpForwarding disabled blocks the server tunnel

## Body

    Recommended action: On the SSH host add 'AllowTcpForwarding yes' to /etc/ssh/sshd_config (or C:\ProgramData\ssh\sshd_config) and restart sshd; if you cannot change sshd, ask the administrator.
    
    Option: Enable AllowTcpForwarding on the SSH host [evidence: official_recommended_action]

    Steps:
    1. Edit /etc/ssh/sshd_config on the host
    2. Add AllowTcpForwarding yes
    3. sudo systemctl restart sshd (Windows: Restart-Service sshd)
