    Recommended action: Read the interrupt value action_requests list and send one decision per entry in the same order; tool calls not listed in interrupt_on are auto-approved and must not get decisions.
    
    Option: Return one decision per action_request [evidence: official_recommended_action]

    Steps:
    1. Inspect interrupt.value["action_requests"]
    2. Build decisions list with the same length/order
    3. Resume with Command(resume={"decisions": decisions})
    Expected: Tool calls are approved/edited/rejected and the run continues
