What I found:
RFC 8414 section 3.3 requires the issuer value in authorization server metadata to be identical to the authorization server issuer identifier used to construct the well-known metadata URL; otherwise the response MUST NOT be used.
On Copilot CLI 1.0.94-3 (also 1.0.91–1.0.93-4), /mcp auth dataverse-mcp fails with MCPOAuthError Incompatible authorization server (RFC 8414 §3.3) when protected-resource metadata lists login.windows.net but openid-configuration at that URL returns issuer login.microsoftonline.com; failure is identical with and without oauthClientId.
Evidence:
https://github.com/github/copilot-cli/issues/5082 · https://www.rfc-editor.org/rfc/rfc8414#section-3.3 · https://login.microsoftonline.com/common/discovery/instance?api-version=1.1&authorization_endpoint=https://login.microsoftonline.com/common/oauth2/v2.0/authorize
Still unknown:
Which Copilot CLI release first introduced strict RFC 8414 §3.3 issuer rejection for this Entra alias pattern.
Useful next check:
