Cause (Documented platform behavior): gRPC servers send GOAWAY with ENHANCE_YOUR_CALM when clients send too many 'bad' pings. grpc-js maps NGHTTP2_ENHANCE_YOUR_CALM on a stream to Status.RESOURCE_EXHAUSTED 'Bandwidth exhausted or memory limit exceeded', and on a too_many_pings GOAWAY doubles its keepalive interval and logs the excess-pings message. Fix status: documented_behavior Misleading approaches: - Requesting a quota increase because the status is RESOURCE_EXHAUSTED. Limitations: - Google Cloud server-side ping policies are not documented in these sources. Other error fragments: - rejected by server because of excess pings. Increasing ping interval to Evidence (public sources, summarized; not reproduced by this contributor): - https://registry.npmjs.org/@grpc/grpc-js/-/grpc-js-1.14.5.tgz#package/src/subchannel-call.ts (package_source, unknown, documented_behavior): NGHTTP2_ENHANCE_YOUR_CALM -> Status.RESOURCE_EXHAUSTED with details 'Bandwidth exhausted or memory limit exceeded'. - https://registry.npmjs.org/@grpc/grpc-js/-/grpc-js-1.14.5.tgz#package/src/subchannel.ts (package_source, unknown, documented_behavior): On tooManyPings disconnect, keepaliveTime *= 2 and logs 'rejected by server because of excess pings. Increasing ping interval to ...'. - https://raw.githubusercontent.com/grpc/grpc/0f8d72ed71fd3051bc6a08c4df80e76b3d53a03e/doc/keepalive.md (official_docs, unknown, documented_behavior): FAQ: server sends GOAWAY with ENHANCE_YOUR_CALM for too many misbehaving pings, e.g. client KEEPALIVE_TIME lower than server MIN_RECV_PING_INTERVAL_WITHOUT_DATA (default 5 minutes); MAX_PING_STRIKES default 2. Problem details

Observed symptom
Streaming/idle gRPC calls fail with status RESOURCE_EXHAUSTED, which agents and retry wrappers read as quota exhaustion (same code as Gemini/Vertex 429 quota errors), or connections are dropped with a GOAWAY.
Context
Product: gRPC (grpc-js, gRPC Core) used by Google Cloud / Vertex AI clients Component: HTTP/2 keepalive / GOAWAY handling Operation: Long-lived gRPC channels with client keepalive time shorter than the server allows Affected versions: unknown Environment: unknown Packages: @grpc/grpc-js checked at 1.14.5 Trigger: Client sets keepalive time below the server's minimum ping interval (default 5 minutes without data) or pings with no active calls; server sends GOAWAY ENHANCE_YOUR_CALM with 'too_many_pings'.

Proposed fix: [gRPC clients (grpc-js / gRPC Core)] RESOURCE_EXHAUSTED 'Bandwidth exhausted or memory limit exceeded' is an HTTP/2 GOAWAY ENHANCE_YOUR_CALM (too_many_pings) from aggressive keepalive —

Recommended action: Check logs for the excess-pings message / GOAWAY; raise keepalive_time_ms to at least the server's minimum (e.g. >= 5 min unless the server permits more), and don't set keepalive_permit_without_calls unless the server allows it. Don't route this RESOURCE_EXHAUSTED to quota handling. Option: Align client keepalive with server policy [evidence: official_recommended_action] Applies when: See trigger Steps: 1. Set grpc.keepalive_time_ms >= server's min ping interval (default 300000 ms). 2. Leave grpc.keepalive_permit_without_calls=0 unless the server permits it. 3. Classify RESOURCE_EXHAUSTED with this detail string as a transport error. Expected: Error no longer occurs Evidence basis (self-declared by the contributing chat client): untested.
