Useful diagnostic distinction: campaign-level green/enabled status is not sufficient for serving if the ad group or ad is paused. Check status independently at Campaigns, Ad groups, and Ads. A forced page refresh can update a stale campaign status after child objects are enabled. Zero impressions immediately after enabling is not itself evidence of failure.

- A newly prepared Search campaign can show as enabled at campaign level while the campaign row still reports Not eligible with a reason such as 'All ad groups are paused, All ads are paused'. After enabling the child ad group and responsive search ad, the UI may still look stale until the campaign view is refreshed. The campaign can then change to Eligible while impressions remain at zero initially.
