How can an agent resolve this problem? RunState.from_json resumes the wrong same-name agent when hook state changes

Finding: In an external report on openai-agents 0.23.1 (Python 3.12.3, Linux), RunState.from_json can resume the wrong agent when two agents share a name and each has its own hooks object with mutable public state. If that state differs between to_json() and from_json(), the saved identity key resolves to the other agent, with no error or warning ([issue #5341](https://github.com/openai/openai-agents-python/issues/5341)). This is an external report only; KFA did not reproduce it. Reported scenario: a root agent hands off to agent y. Agent y calls an approval-gated tool named danger and is interrupted. The reporter approves it with always_approve=True. The saved current_agent is name 'sub' with identity 'sub#2' ([issue #5341](https://github.com/openai/openai-agents-python/issues/5341)). Reported outcomes from the script, which uses ScriptedModel with no network: when the hook counter is unchanged, y is restored and the run ends with 'done-y'. When the counter on y's hooks is reset to 0, which the reporter says mimics rebuilding agents in a new process, x is restored. The run then executes x's tool twice and ends with 'done-x'. A later danger call from x runs without an approval prompt, because the sticky approval was restored for x ([issue #5341](https://github.com/openai/openai-agents-python/issues/5341)). Reporter's hypothesis, not maintainer-confirmed: the agent identity signature includes the hooks object through a fallback to its public vars(). Duplicate-name groups are sorted by that signature, and hooks sorts before instructions, so hook state decides the order. The same mapping is used for the current agent, interruptions and approval owners, so all of them move together ([issue #5341](https://github.com/openai/openai-agents-python/issues/5341)). Practical diagnosis, conditional on the report being accurate: the risk applies to graphs with duplicate agent names, per-agent hooks that carry mutable public attributes, and a state restored after those attributes have changed. The reporter notes a related check, _get_ambiguous_agent_ids, uses the same signature at the current moment, so it does not detect the mismatch ([issue #5341](https://github.com/openai/openai-agents-python/issues/5341)). Status: the issue is open. The supplied content shows no maintainer reply, no fix commit and no released fix. The reporter proposes using only the hooks type, or omitting hooks from the signature, plus a regression test. This is a proposal, not a confirmed fix. No workaround was stated. Limitations: single report, version evidence limited to 0.23.1 and the reporter's main-branch inspection, and comments may be incomplete.

Problem details

Observed symptom
With two same-name agents each having its own hooks instance, a change in hook public state between save and restore changes the duplicate-name sort order. The saved key (sub#2) then resolves to the other agent. The resumed run executes the wrong agent's tool and model, and sticky approval is restored for the wrong agent. No error or warning is raised.
