## Observed symptom Default-install reconciler persistently fails to install the Anthropic plugin package (ledger replay, module landing failures) The default-install reconciler in `MeshWeaver.PluginCatalog.InstanceAutoRegistrationService` cannot install the declared **Anthropic** plugin package on the memex instance: 37 packages land up to date, Anthropic alone fails each reconcile. Note: the six packages listed as HELD (AI, Codex, Essentials, Edu, MyAi, Publish) are **not** part of this defect — that is the deliberate sync-source-writer protection from MeshWeaver#4588 working as designed.
