[vibe-island] Antigravity and Cursor quota not reported for CLI-only users (agy, cursor-agent); Antigravity local probe broken after IDE/hub split

## Observed symptom Antigravity and Cursor quota not reported for CLI-only users (agy, cursor-agent); Antigravity local probe broken after IDE/hub split Usage/quota reporting for **Antigravity** and **Cursor** only works when their desktop IDEs are installed and running. Many of us drive these agents exclusively from the terminal (`agy` and `cursor-agent`), and in that setup Vibe Island shows no Antigravity quota at all (`5h —`, `7d 0%`), even though the CLI itself reports it fine.
