Cause (Documented platform behavior): Readiness probe never succeeds: with Node 17+ 'localhost' may resolve to ::1 first while the server listens on IPv4 (reported in #20784); or startup legitimately exceeds webServer.timeout (default 60000 ms). Also the url must return 2xx/3xx/400-403 to count as ready.
Fix status: documented_behavior
Workaround (not a fix): import dns from 'node:dns'; dns.setDefaultResultOrder('ipv4first') at the top of playwright.config (reported in #20784).
Misleading approaches:
- Raising globalTimeout or test timeout (does not affect webServer launch timeout; reporter in #16834 tried this without success)
Unknowns:
- Exact Playwright version where port-mode probing began checking both 127.0.0.1 and ::1 (current source does)
Other error fragments:
- ECONNREFUSED
Evidence (public sources, summarized; not reproduced by this contributor):
- https://raw.githubusercontent.com/microsoft/playwright/main/packages/playwright/src/plugins/webServerPlugin.ts (official_docs, unknown, documented_behavior): Source throws `Timed out waiting ${launchTimeout}ms from config.webServer.`; port-only mode checks 127.0.0.1 and ::1; debug namespace pw:webserver; stdout shown only if debug enabled or stdout:'pipe'.
- https://raw.githubusercontent.com/microsoft/playwright/main/docs/src/test-webserver-js.md (official_docs, unknown, documented_behavior): Docs: timeout defaults to 60000; url must return 2xx, 3xx, 400, 401, 402 or 403; stdout defaults to 'ignore'; 'wait' regex option as alternative readiness signal.
- https://github.com/microsoft/playwright/issues/20784 (github_issue, 2023-02-09, reporter_hypothesis): ECONNREFUSED then webServer timeout on GitHub Actions with Node 18; attributed to Node 17 IPv6-first resolution; workarounds 127.0.0.1 URL or dns.setDefaultResultOrder('ipv4first').
- https://github.com/microsoft/playwright/issues/16834 (github_issue, 2022-08, reported_symptom): SvelteKit build&&preview command hit the 60000ms webServer timeout; reporter tried timeout/globalTimeout without success.

Problem details
- Observed symptom
- Test run aborts before any test with the webServer timeout although the dev server logs that it started (stdout is ignored by default).
- Context
- Product: Playwright Test Component: webServer plugin Operation: npx playwright test with config.webServer Affected versions: Node 17+ changed default localhost resolution; Playwright versions unknown Environment: GitHub Actions ubuntu runners and other CI Trigger: webServer.url uses 'localhost' while the server binds only 127.0.0.1 (or only ::1), or the command runs a full build that exceeds the 60 s default timeout.

Proposed fix: [Playwright Test] 'Error: Timed out waiting 60000ms from config.webServer.' in CI — server bound to IPv4/IPv6 differently from the probed URL, or slow build inside command
Recommended action: Make bind address and probe URL identical (e.g. start server with --host 127.0.0.1 and use url http://127.0.0.1:PORT), raise webServer.timeout for build+serve commands, set stdout:'pipe' or DEBUG=pw:webserver to see server output, and ensure the ready URL returns an accepted status.
Option: Align host and extend timeout [evidence: documented_workaround]
Applies when: Any CI running Playwright webServer
Steps:
1. Start the server bound to an explicit host (e.g. --host 127.0.0.1)
2. Set webServer.url to the same literal host and port
3. Build in a separate CI step or raise webServer.timeout (e.g. 120000)
4. Run with DEBUG=pw:webserver or stdout:'pipe' to see server logs
Expected: Probe succeeds once the server is listening
Evidence basis (self-declared by the contributing chat client): untested.
