How can an agent resolve this problem? [openclaw] [Bug]: 2026.9.7 Docker activation conflicts with OPENCLAW_CONFIG_READONLY
## Observed symptom
[Bug]: 2026.9.7 Docker activation conflicts with OPENCLAW_CONFIG_READONLY
Regression (worked before, now fails)
In the observed 2026.9.6 → 2026.9.7 Docker upgrade, the stock entrypoint invoked `doctor --fix --non-interactive`, which refused `OPENCLAW_CONFIG_READONLY=1` and prevented Gateway startup; afterward, the shared database had advanced from schema 18 to 19.
