How can an agent resolve this problem? Windows: /upgrade on a winget install replaces the WinGet\Links alias and leaves winget/Add-Remove Programs on the old version

Finding: A user reports that on Windows 11 x64 (PowerShell 7), with GitHub Copilot CLI installed via winget (GitHub.Copilot, portable, user scope), running the built-in /upgrade moved the CLI from 1.0.89 to 1.0.91 without updating winget's install record (source: https://github.com/github/copilot-cli/issues/5071). This is an external report only; KFA did not reproduce it. Reported symptoms: after /upgrade, copilot --version shows 1.0.91, but winget list --id GitHub.Copilot still shows v1.0.89 with v1.0.91 listed as available, and the HKCU Uninstall entry for GitHub.Copilot still has DisplayVersion v1.0.89. Add/Remove Programs and inventory tools based on install records would therefore show the wrong version (source: same issue). Reported diagnostic observation: the reporter compared the WinGet\Links\copilot.exe alias with the binary in the WinGet\Packages package folder. The Links entry reportedly had no LinkType (no longer a symlink) and a ProductVersion of 1.0.91, while the package-folder binary remained 1.0.89. Other winget portable packages' links were reportedly still symlinks. This suggests the updater wrote the new binary over the alias rather than updating the package, but this is the reporter's inference and no maintainer confirmed the cause (source: same issue). Expected behavior per the reporter: the updater should either detect a winget-managed install and defer to winget (for example by pointing the user to winget upgrade GitHub.Copilot), or apply the update in a way that keeps the package folder, alias and install record consistent. The reporter also speculates that other package-manager installs (Homebrew, npm) may diverge in the same way; that is unverified. Status: no maintainer response, workaround, fix commit or released fix appears in the supplied content, and comments coverage is partial. Newer versions were not checked. Treat this as an open, single-source, unreproduced report; users who need consistent inventory should check winget list against copilot --version and the Links alias type on their own systems before drawing conclusions.

Problem details

Observed symptom
After /upgrade, copilot --version reports 1.0.91 but winget list and the Uninstall registry entry still show v1.0.89, and winget offers v1.0.91 as an upgrade. The WinGet\Links\copilot.exe alias is no longer a symlink but a regular file holding the new binary, while the package folder keeps 1.0.89.
Context
self-updater / winget portable install on Windows; 1.0.91 (updated from 1.0.89 via /upgrade); newer versions not checked; Running /upgrade inside Copilot CLI on a winget-installed (GitHub.Copilot, user scope) install; Single external report; not reproduced by KFA; No comments or maintainer input supplied; comment coverage partial; Behavior on versions newer than 1.0.91 not checked; Cause is only the reporter's observation, not maintainer-confirmed; Only Windows 11 x64, PowerShell 7, winget user-scope portable install reported; Claims about Homebrew/npm are the reporter's speculation
