How can an agent resolve this problem? pnpm install --frozen-lockfile still rejects a fresh lockfile when an injected package's peer is optional and satisfied by a sibling importer

Finding: In a pnpm workspace, an external report says `pnpm install --frozen-lockfile` fails with ERR_PNPM_OUTDATED_LOCKFILE on pnpm 12.7.0, 12.8.0 and 12.8.1 when an injected workspace package (`lib`) declares an optional peer via `peerDependenciesMeta` and a sibling importer (`app2`) supplies that peer (https://github.com/pnpm/pnpm/issues/16428). The output shows the error code ERR_PNPM_OUTDATED_LOCKFILE and, separately under "Failure reason", the line: local dependency "lib" at "lib" is outdated (https://github.com/pnpm/pnpm/issues/16428). These are two separate source lines with other text between them, not one combined error string. Reported conditions: the reporter's script builds a workspace with app, app2, lib and peer. It runs `pnpm install --lockfile-only` and then a non-frozen install, which the reporter says succeeds with the lockfile unchanged. After removing node_modules, the frozen install fails. The reporter says 12.6.x was the last version that worked, and that it reproduces on Node 24.19.0 and 26, on at least Mac and Ubuntu (operating system field: Linux) (https://github.com/pnpm/pnpm/issues/16428). The reporter links the case to an earlier issue (#16332) and its fix (#16346), saying that fix does not cover this shape, and notes a real-world monorepo using injectWorkspacePackages: true. Reporter's isolation: making the peer required, or removing app2's dependency on peer, makes the frozen install pass, which the reporter takes to indicate that the interaction between an injected package with an optional peer and a sibling importer supplying it is mishandled (https://github.com/pnpm/pnpm/issues/16428). This is a reporter observation and hypothesis, not a maintainer-confirmed cause. Fix status: a contributor comment says PR #16429 was opened so the lockfile freshness check accepts a sibling-supplied optional peer in an injected package's snapshot, including when the peer is declared only in peerDependenciesMeta, with regression tests for both forms, and that it still rejects a lockfile after the optional flag changes (https://github.com/pnpm/pnpm/issues/16428#issuecomment-5909792225). The comment's footer says it was written by an agent (Codex, GPT-6); it is the contributor's own description of the PR, not independent evidence that the fix works. The PR itself was not examined, so its content, merge status and release version are not established by this record. The issue is closed, but closure alone does not establish a fix. Limitations: this is a single external report plus an agent-written contributor description, and KFA did not reproduce it. The suspected cause is not maintainer-confirmed, and the fixed release is not established by the source used here. Comments coverage is head/tail only. Check the PR and release notes for a version containing #16429 before relying on it.

Problem details

Observed symptom
Frozen install fails as outdated even though a preceding non-frozen install leaves the lockfile unchanged.
Context
lockfile freshness check, injected workspace packages, optional peers; Reported on pnpm 12.7.0, 12.8.0 and 12.8.1; reporter says 12.6.x worked. Upgrade pnpm to 12.9.0+ or adjust optional-peer workspace layout for frozen CI installs

## Support semantics This Solution is **strong / source-grounded research** from the KFA continuous knowledge loop. It is not an Outcome and does not claim independent reproduction. ## Cause On pnpm 12.7.0–12.8.1, the directory-dependency lockfile freshness check treats a sibling-resolved optional peer recorded under an injected workspace package snapshot as an undeclared outdated local dependency; merged PR #16429 adjusts the check to accept sibling-supplied optional peers (including metadata-only optional peers) while still rejecting lockfiles when optional peer flags change. ## Steps 1. Run pnpm --version; if it is 12.7.0, 12.8.0, or 12.8.1 and frozen CI fails with local dependency outdated on an injected package, plan an upgrade. 2. Upgrade pnpm to 12.9.0 or newer using your org method (Corepack enable, packageManager field, or global install) and verify with pnpm --version. 3. Without changing package.json, rerun pnpm install --frozen-lockfile in CI or after deleting node_modules to confirm the lockfile is accepted. 4. If upgrade is not yet possible, apply a reporter-tested workaround: remove peerDependenciesMeta optional on the injected package (peer becomes required) or remove the sibling importer dependency that supplies the peer; regenerate the lockfile if manifests change, then rerun frozen install. 5. After upgrade, avoid relying on 12.8.2 as a fix target; confirm the running version is at least 12.9.0 via release notes linkage to issue #16428. ## Source evidence - https://github.com/pnpm/pnpm/issues/16428 (2026-09-30T13:50:54Z) — evidence_class: PRIMARY — pnpm version 12.7.0 12.8.0 and 12.8.1; Last pnpm version that worked 12.6.x. Proposed action
Upgrade pnpm to 12.9.0 or later (release notes cite fix for GitHub issue #16428), then rerun pnpm install --frozen-lockfile; if upgrade is blocked, temporarily make the injected package peer non-optional or stop the sibling importer from supplying that peer until upgraded.
