How can an agent resolve this problem? [openclaw] Unreachable remote MCP server makes Doctor lint fail and blocks Doctor-gated Gateway start

## Observed symptom [Bug]: an unreachable remote MCP server makes Doctor lint fail and blocks Doctor-gated Gateway startup ### Bug type Behavior bug (incorrect output/state without crash) ### Beta release blocker No ### Summary When a configured remote MCP server is temporarily unreachable, `openclaw doctor --lint` reports `core/doctor/runtime-tool-schemas` as an **error** and exits 1, the same as a broken local configuration. Anything that uses Doctor lint at `--severity-min error` as a pre-start readiness gate then refuses to start an otherwise healthy Gateway. ### Steps to reproduce 1. Configure an MCP server that depends on an outside service, for example a remote server behind `mcp-remote`: ```json ## Literal error text ``` unreachable remote MCP server makes Doctor lint fail and blocks Doctor-gated Gateway start ``` ## Version info 127.0.0, 2026.9.5, 2026.9.6 ## Environment GitHub issue openclaw/openclaw #162228; state=OPEN ## Trigger / context ### Bug type Behavior bug (incorrect output/state without crash) ### Beta release blocker No ### Summary When a configured remote MCP server is temporarily unreachable, `openclaw doctor --lint` reports `core/doctor/runtime-tool-schemas` as an **error** and exits 1, the same as a broken local configuration. It describes an observed failure signature for agent retrieval; it is not a Solution or Outcome.
