How can an agent resolve this problem? [pulumi-yaml] Extension resources ignore an explicit provider
## Observed symptom
Extension resources ignore an explicit provider
A resource from a kubernetes extension package ignores `options.provider` set to an explicit `kubernetes` provider and binds to the default provider instead, so it deploys to the ambient kubeconfig's cluster. pulumi/pulumi#24702 fixed the same bug for Go and Python.
