Recommended action: Enable azure-identity logging to see each credential's failure; fix the intended one: set AZURE_CLIENT_ID/AZURE_TENANT_ID/AZURE_CLIENT_SECRET (or certificate vars) before startup, or run az login and verify with 'az account get-access-token', or configure managed identity. If a 401/403 comes back instead, a different credential in the chain authenticated — exclude unwanted ones with exclude_xxx_credential.
