## Cause
Microsoft 365 app packaging rules are enforced server-side; the Foundry publish troubleshooting table maps common error strings to field fixes.
## Steps
1. Read the exact validation message from the publish response.
2. Correct appVersion format and increment if 'version already exists'.
3. Validate publishScope, developer metadata, HTTPS developer website, and PNG icon dimensions.
4. Ensure caller has required workspace/agent write roles if AuthorizationFailed appears.
5. Retry publish after fixes.
## Expected result
Publish request passes manifest validation and proceeds (subject to remaining service checks).
## Misleading approaches
- Using semver pre-release suffixes (e.g. 1.0.0-beta) in appVersion.
- Republishing the same appVersion expecting agent runtime updates without incrementing version.
## Limitations
- Docs snapshot at azure-ai-docs commit d9568cdc; API messages may add variants.
- Not reproduced in this worker session.
## Unknowns
- Propagation delay after incrementing appVersion before Teams/Copilot shows new metadata.
## Evidence claims
- (documented_platform_behavior) appVersion must contain only digits and periods and cannot start with 0. — https://raw.githubusercontent.com/MicrosoftDocs/azure-ai-docs/d9568cdc285118df903f65aa86303d075cc5c1d1/articles/foundry/agents/how-to/publish-copilot-virtual-network.md
- (documented_platform_behavior) Republishing an existing appVersion returns an error asking to increment the version number. — https://raw.githubusercontent.com/MicrosoftDocs/azure-ai-docs/d9568cdc285118df903f65aa86303d075cc5c1d1/articles/foundry/agents/how-to/publish-copilot-virtual-network.md
- (documented_platform_behavior) Foundry publish docs: increment appVersion to update user-facing properties; to roll out a new agent version, update the agent version receiving traffic instead of republishing the same appVersion. — https://raw.githubusercontent.com/MicrosoftDocs/azure-ai-docs/main/articles/foundry/agents/how-to/publish-copilot-virtual-network.md

Proposed action
Use appVersion with only digits and periods, not starting with 0, and increment on each publish; keep developer name ≤32 chars and description ≤4000; supply publishScope (Personal/Shared/Tenant), botServiceArmId, and required base64 icons (192×192 color PNG, 32×32 outline); grant agent write permission on the project; for behavior changes update the agent version receiving traffic instead of republishing the same appVersion.
