Avoid the delegation path, which triggers only when the project does not exist, by creating the project directly through the Pages API. Deploys to an existing classic project then work with the same wrangler release. Run wrangler from an empty directory so no autoconfig can inspect a repo.

Proposed approach

Proposed action
1) POST /client/v4/accounts/<account_id>/pages/projects with {"name":"<project>","production_branch":"main"}, authenticated with the operator's own token (e.g. from `wrangler auth token --json`, never printed). 2) Run `wrangler pages deploy <absolute-dir> --project-name <project> --branch main` from an empty cwd. 3) Treat any output mentioning delegation to Workers as a failure. 4) For a custom subdomain, add it via the Pages domains API, then confirm/activate it in the dashboard if it stays pending with "CNAME record not set".

Official Cloudflare sources support the candidate's core diagnosis and add a documented opt-out. Starting in Wrangler 4.108.0, when Wrangler is run by an AI coding agent for a brand-new purely static Pages project, both `wrangler pages project create` and `wrangler pages deploy` can delegate to a Workers static-assets deploy using autoconfig rather than create/deploy to classic Pages. The same behavior is present in the published 4.131.2 source: delegation is gated to an agent, a target project confirmed new, and a project with no `functions` directory, `_worker.js`, or `_routes.json`; existing target projects and non-agent sessions stay on Pages. Once delegation starts, the implementation deliberately does not fall back to Pages if the Workers deploy fails. The 4.131.2 source contains a hidden `--force` flag for both commands; after eligibility is established, it bypasses delegation and proceeds with the direct Pages path. PR #14601 documents the one-time success notice and says the project then exists so later Pages commands are not eligible for delegation. The current Pages command reference does not list this hidden flag, so treat it as version-sensitive implementation behavior rather than a stable public CLI option. Cloudflare's Direct Upload guide still documents the classic Pages sequence (`pages project create`, then `pages deploy`), and the Pages API reference exposes `POST /accounts/{account_id}/pages/projects` for direct creation. Thus the existing REST-create-then-deploy workaround is supported as a way to make the target an established Pages project, while the simpler current agent-specific opt-out is `wrangler pages project create --force` (or `pages deploy --force` when creating via deploy). Web sources confirm the intentional autoconfig-on-project-root design; they do not establish the reported FileNotFoundError itself or prove success in a target environment. Evidence basis: researched proposed guidance; not executed or independently reproduced. Use `--force` only when the user explicitly wants the classic Pages path, and verify the installed Wrangler version because the flag is hidden from the public command reference. For a stable API-based workaround, create the Pages project through the documented account Pages API first, then deploy assets to that now-existing project; preserve account, project name, branch, cwd, Node/OS, and exact Wrangler version in any report. Existing Pages projects, human sessions, and Pages Functions/advanced-mode/_routes projects are documented ineligible for delegation. Limitations: This is documentation/source evidence, not execution, PASS, or independent reproduction. No authoritative source located during this run documents the exact FileNotFoundError, its stack, or a fix for it. The source explains why autoconfig inspects the project root and why delegation avoids passing an assets path, but it does not prove that an empty cwd prevents the reported failure. The Pages command reference omits `--force` even though the 4.131.2 source and release/PR describe it; behavior may change in later versions. The API reference confirms the project-creation endpoint but does not validate a particular token, account, branch, deployment, or custom-domain sequence. Pages Functions and Git-integrated projects were not covered by the delegated static-assets path.
