For a non-partial event, if its text starts with the buffer, send only the remainder; otherwise send all of it. Known limitation per the same source: new text that begins like earlier text can be merged incorrectly. This is a heuristic mitigation; the proposed id-based fix in PR #7396 is not confirmed merged or released.
